Police opened fire on an armed man Tuesday in Okolona when he charged at them following a minuteslong standoff, newly released body camera footage shows.

The footage from the two officers who shot and killed 33-year-old Terry Davis Jr. shows a prolonged standoff in which police shouted commands for the man to drop his gun, with no success.

Louisville Metro police officers arrived around 3 p.m. Tuesday at the Spring Manor Apartments in the 4500 block of Gills Court on a report of the shooting, said Lt. Aaron Crowell, commander of the department's Public Integrity Unit.

They found a man with multiple gunshot wounds lying in the parking lot, as well as Davis, who police say fired those shots from a semi-automatic pistol.

For about 10 minutes, video shows, officers surrounding Davis tried to get him to surrender.

“Listen, drop the gun and we can talk about it,” said an officer.

“Sir, we do not want to hurt you. Please put the gun down," said another.

Before opening fire, officers tried using shotgun-fired bean bag rounds to get Davis to comply.

Body camera video shows Davis eventually runs toward Officers William Mattingly and Michael Purcell, who are crouched behind a vehicle for cover.

They both yell for Davis to "drop it" as he approaches. He stops in close proximity to the two officers, video shows, and officers again give their commands before shooting.

Davis died soon after at the University of Louisville Hospital.

Body cam footage doesn't clearly show Davis' hands when officers fire. Officers on video say a gun was recovered nearby.

“I think there was a great deal of restraint," Crowell said, pointing to the length of the standoff. "He’s the one that chose to close that distance and initiate a lethal encounter.”

Crowell said Davis and the man he's accused of shooting were neighbors at the complex, but he was unaware of any further relationship or motive behind the shooting.

He said witnesses told police Davis was acting erratically before they arrived.


Both officers, Mattingly and Purcell, are on administrative reassignment. Neither were injured.

Mattingly was rehired in 2017 after having retired with more than 20 years experience. Purcell joined the department in 2008.

Mattingly was involved in a November 2018 fatal shooting in which he shot a man who police say opened fire on him during a domestic dispute in southeastern Louisville.

The initial shooting victim, who has not been identified, was taken to a hospital and was in critical condition as of Wednesday evening.

Crowell said the standoff with Davis delayed EMS from attending to the man.

The department's Public Integrity Unit, which investigates all police shooting cases, is handling the investigation.

LMPD's homicide unit is working the initial shooting case.
