Youtube's COPPA Update Hasn't Affected Kids Channels Yet?

►Youtube's COPPA Update on January 1st, 2020 was supposed to remove many features from channels made for kids. However, many of these kids channels still have all of the features that were supposed to be removed, such as comments, notifications, livestream chat, and more.
►It's incredibly strange that these features haven't been removed yet, especially since Youtube issued numerous warnings to creators to modify the audience of their videos appropriately before January 1st. Let me know what you guys think about this situation in the comments below.
