Speaking is Oregon House Republican Leader Carl Wilson, R-Grants Pass. His motion to postpone HB 2020 failed. After a six-hour debate, the Oregon House on an almost party-line vote passed House Bill 2020. The vote was 36-24 with two Democrats joining Republicans in opposition. Known as Clean Energy Jobs, the bill would establish a carbon cap-and-trade program in Oregon. Oregon Senate Republicans have walked out in large part in opposition to HB 2020, thereby depriving the Senate of a quorum to conduct business.
